Ms. Edna C. Villa is the Assistant Governor of the Payments and Currency Development Sub-Sector (PCDSS) of the BSP. This sub-sector is in charge of the exercise of oversight, regulation and supervision over payment systems and participants thereof, the formulation of development strategies and policies for currency and payment systems, including digital payment transformation initiatives and policies to ensure currency integrity. The sub-sector also conducts the anti-counterfeiting operations of the BSP. Immediately preceding her assumption as PCDSS head, Ms. Villa was the head of the BSP International Monetary Affairs and Surveillance Sub-Sector, which covers external debt management, the update and implementation of foreign exchange regulations, as well as international relations of the central bank. Ms. Villa served as the Chief of Staff to BSP Governor Amando M. Tetangco, Jr. In this capacity, she held concurrent memberships in the BSP’s high-level policy committees such as the Advisory Committee, the Investment Management Committee, and the Financial Stability Committee. As such, Ms. Villa participated in the development, monitoring and implementation of critical high-level policies and strategies of the BSP. Ms. Villa started her career in the central bank as a Portfolio Manager of fixed income securities, foreign exchange and gold reserves. She subsequently took on leadership roles in the BSP Treasury Department and became the BSP’s Chief Dealer, supervising the management of the Bank’s gross international reserves, the conduct of the Bank’s open market operations as well as its presence in the USD/Php spot market. Ms. Villa also held the position of Alternate Executive Director of the International Monetary Fund (IMF) Executive Board, representing the South East Asia Voting Group. Ms. Villa holds a PhD in Economics from The George Washington University, Washington DC, and an MBA from the University of the Philippines. She graduated with a BS Statistics degree (cum laude) from the University of the Philippines.
