- In a 22+ year career, Andrew has held various impactful roles both in the private and public sector, taking lead in regulatory policy design, implementation and evaluation. In the past five years, he has been at the forefront of implementing the National Payment Systems regulatory framework in Uganda, with direct responsibility for the regulation, licensing, supervision and oversight of payment service providers such as electronic money issuers. Andrew led the establishment of the payment systems oversight function at the central bank and the design of the attendant business processes to support the oversight activities. He currently leads the National Payment Systems Department at Bank of Uganda, overseeing the digital financial innovations, payment systems and financial inclusion initiatives. Andrew spent seven years as a senior manager in charge of supervision and regulation of Non-Bank Financial Institutions where he oversaw risk based onsite and offsite examinations, licensing processes and general supervisory/regulatory policy development and implementation. Earlier on, Andrew spent a decade in advisory work on internal controls, governance processes and risk management under internal and external audit roles with East African Development Bank and KPMG.
