Biography

Mr. Macatangay currently serves as the Head of the Cybersecurity Supervision and Oversight Group (CSOG) under TRISD. He holds multiple professional certifications, including Certified Public Accountant (CPA), Certified Information Systems Auditor (CISA), Certified Internal Auditor (CIA), Certified Information Security Manager (CISM), Certified in Cybersecurity (CC), and Certified Information Systems Security Professional (CISSP). In his current role, he leads the supervision and examination of BSIs on cybersecurity matters, oversees cyber surveillance activities, and spearheads the development of policies and cyber threat advisories. He also manages the supervisory oversight and response for cyber incident reports and notifications and collaborates closely with other government agencies and external organizations to promote cyber resilience within the Philippine banking sector. Mr. Macatangay is a member of the Anti-Financial Account Scamming Act (AFASA) Technical Working Group (TWG) of the Bangko Sentral ng Pilipinas (BSP), where he contributes to drafting the Implementing Rules and Regulations (IRR), including BSP Circular No. 1213. In addition, he oversees the development and operation of the Advanced Suptech Engine for Risk-based Compliance (ASTERisC*) and ensures the effective implementation of the Financial Services Cyber Resilience Plan (FSCRP) of the BSP.
